lt-qcom-clo: disable all CLO jobs
We have reached a point where lt-qcom-clo jobs are now ready to
replace the lt-qcom ones, the latter being the official ones, so with
this in mind, lt-qcom-clo jobs do not need to keep spinning, (heavily)
consuming resources at CI infrastructure and CLO.
There are several features still pending as seen at [1] and this is
why the project has not fully moved to lt-qcom-clo & CLO [2].
