lite-tf-m: Replace git clone of CMSIS with tarball (pack) download
git clone includes pulling files via git-lfs, which are really needed
for the TF-M build. Github project currently over git-lfs quota, so
the clone fails. As we need a particular release anyway, download
and extract a release pack file instead.
