configure: support CPPFLAGS
Useful for accessing APIs that are still brewing, e.g:
CROSS_PREFIX=aarch64-linux-gnu- \
CPPFLAGS=-I/home/alex/lsrc/qemu/risu.git/sve-headers/include \
../configure
