Cake day! one year ago these jobs were disabled docker-jessie
nodes removed from jenkins. Since nobody cared to bring them
upto buster/bionic, time to delete.

With jessie docker image no longer working, none of
these jobs will work either. If you still need these
jobs, upddate them to use bionic or buster and re-enable.
This will allow us to remove jessie docker slaves from
our config.

linaro-cp.py now supports Python3, with Python3-requests. Lets update
jobs to use the newer library.
