openembedded-lkft: x86: add libelf-dev build dependency

Mainline fails to build with:
kernel-source/Makefile:938:
*** "Cannot generate ORC metadata for CONFIG_UNWINDER_ORC=y,
please install libelf-dev, libelf-devel or elfutils-libelf-devel".
Stop.
Workaround by adding the build dependency. However, it isn't the proper
fix. The build dependency is supposed to be filled by adding elfutils
dependency in the OE recipe. It's still not enough and requires more time
to fix properly the issue.
