ci-job-configs-sanity-check: Don't post 'build started' messages.
The time it takes to run the sanity checks is so short that giving advanced
notice that the change is being analyzed provides little value. Even for large
patchsets, the owner might already be expecting the verdict, and the 'build
started' message will only spam their mailbox.
