dec_pci: QOM'ify DEC 21154 PCI-PCI bridge
Introduce type constant. Introduce cast macro and drop dummy busdev
field used with FROM_SYSBUS() that would've broken SYS_BUS_DEVICE().
Avoid accessing parent fields directly.
