aio-win32: Factor out duplicate code into aio_dispatch_handlers
Later, the call to aio_dispatch will move int the GSource wrapper, while the standalone case will still be call the component functions aio_bh_poll, aio_dispatch_handlers and timerlistgroup_run_timers.
