[RFC] energy_model.h: Fix a false-positive clang-analyzer report
Currently clang-analyzer reports a false positive on
em_pd_get_efficient_state() because is assumes that having an empty OPP
table is legitimate. It is not... and this is checked by the corresponding
table parsers. Add an ASSUME() macro to guide analyzers away from this
code path.
