riscv: Fix implicit declaration of 'page_to_section'
With CONFIG_SPARSEMEM and !CONFIG_SPARSEMEM_VMEMMAP,
arch/riscv/include/asm/pgtable.h: In function ‘mk_pte’:

Fixed by changing mk_pte() from inline function to macro.
