Add v1.13.0-rc0 SCP binaries from ARM
ARM have updated their SCP binaries for the Linaro 16.03 release.
ARM's release notes states:

lib: ram: dvfs: Allow concurrent requests
drivers/pvt: Return immediately if read_sensor_value() fails.
drivers/pvt: Handle the case where a voltage reading is requested from a
PVT sensor that is power gated.
