linux-generic: dpdk: pass ODP_PKTIO_DPDK_PARAMS environment variable to dpdk init
Pass ODP_PKTIO_DPDK_PARAMS environment variable to
rte_eal_init(). This can be used to pass DPDK only
configuration options from command line. E.g. configuring
vdev interfaces.
