ubuntu-armhf-pre-built-images: remove octa image
Nobody assume[1] is using octa prebuilt image, so
drop it to return the job to green. The sideffect
is fixing the lastSuccessfulBuild number.
[1] we haven't had the image in snapshots since october
and nobody complained
