ci-dockerfiles-deployment: Support uploading images from branches
... by adding branch name to the image tags.
To avoid unnecessarily rebuilding all images when only a subset
would be used (e.g., only *tcwg* images are required for tcwg-staging
branch), we also check gerrit-branches file. If the file does not
exist, then only rebuilds on "master" branch are done.
