Update SCP firmware to v1.25.0-rc2armlt-juno-20170727-001
From the ARM SCP Firmware release:
ramfw.bin => SOFTWARE/scp_bl2.bin
romfw_bypass.bin => SOFTWARE/scp_bl1.bin

Changes from v1.21.0-rc0 to v1.25.0-rc2
Changes for Juno since v1.21.0:
- Added SCMIv1 support
- Added Shared Data Storage (SDS) to exchange information with TF during the boot sequence
- Added new boot loader over SDS
- Fix: Bumped DVFS latency information to match hardware (1.5ms)
- Fix: Enable CoreSight timestamp generator (with halt-on-debug support) on debug power domain power up
- Removed implicit GPU power up
