VEA9: ArmPkg/ArmLib: Revert data cache clean/disable order when turning MMU onlinaro-platform-a9/14.07
Part of the change to ArmPkg/Library/BdsLib/BdsLinuxLoader.c causes A9
to hang when booting the kernel, so I reverted the change that caused
the problem.
